Emergency Food and Shelter Program Supplemental Funding – Round 2

On July 1, 2019 the President signed the “Emergency Supplemental Appropriations for Humanitarian Assistance and Security at the Southern Border Act“. Provisions of the law provide $30 million dollars to the Emergency Food and Shelter Program to defray local costs that state and local entities (including non-profit, faith-based and governmental) have incurred during the period of January 1, 2019 through January 31, 2020 in providing shelter, food and related supportive services to southern border migrants released from DHS custody. 

  • $25 million has been allocated to the border states of Arizona, California, New Mexico and Texas.
  • $5 million is available for allocation in all 50 states

All applications are due Friday, March 16, 2020, by 11:59 p.m. 

Eligibility 

  • Be a non-profit, faith-based or governmental entity that provided direct services on or after January 1, 2019 through January 31, 2020 to southern border migrants released from DHS custody
  • Provide the agency’s Data Universal Number System (DUNS) number.
  • Provide the Federal Employee Identification Number (FEIN)
  • Apply on or before the deadline          

Eligible Expenditures and Required Documentation (Primary first, secondary dependent upon funding availability) 

  • Primary Expenditures
    • Shelter/Lodging (expenses related to mass shelter or hotel/motel nights of stay)
    • Food (congregate meals or food pantry services)
  • Secondary Expenditures 
    • Local and Long Distance Transportation Costs
    • Mileage Reimbursement and Parking
    • Clothing, Shoes, Backpacks, Belts
    • Health/Medical, including health screenings
    • Mental Health
    • Legal Aid
    • Translation Services
  • Administrative Expenditures
    • Staff time to provide services to migrants
    • Staff time for service agengy to gather materials and prepare/complete application
  • Equipment and Assets Services Expenditures

Agencies who meet the aforementioned criteria are encouraged to apply directly via the Emergency Food and Shelter Program website www.efsp.unitedway.org. Applicants will click on the “Supplemental Funding Information” tab to access the application and reference materials.  Award announcements will be communicated by the National Board no later than the week of May 4, 2020. The deadline for application submission is Friday, March 16, at 11:59 pm.
